How do I get into a top American University for my Postgraduate degree?

I'm Indian. I'm 18. I will begin with my 1st year B. Tech Computer Science will in a week. I tried and failed at getting a tier - 1 engineering college this year. So I have to step up my game and at least get an amazeballs MS.

My college right now isn't tht great so I'm worried about the recommendation letters and such. When should I start studying for the GRE? What should my scores in college be? De the recommendations really matter if I ace the GRE?
