Should scholarships be awarded on the back end?

We want people to finish school.

So a kid will carry a balance with interest. When they finish, the scholarships that would have applied or brand new 'you finished' scholarships are available to pay down your balance.

If you drop out, you owe. Or you may find scholarships to supplement the balance as you go.

But scholarships seem like dessert before dinner.

And we're seeing it's not working out so well college debt wise. The carrot is to go, but in the aggregate, are scholarships covering the entire cost of college?
