What is an electronic Learning Community?

Hello,

I am a graduate student at the University of Rochester studying Inclusion and Students with Significant Disabilities. I am currently collaboratively working on a project examining electronic learning communities (ELC). We have a couple questions for the experts: :)

1. How do you define an electronic learning community?

2. How do you currently use electronic learning communities in your field/job?

and 3. (if you are so inclined) What drawbacks or problems do you see in an ELC?
