Why do we say schools need Improvement when it's usually the Parents who need improvement?

My school district has several elementary schools and about half have been identified by the state as "needing comprehensive improvement". You can guess which neighborhoods have these schools and which do not.

Why does our society place so much emphasis on improving school outcomes and not the "input" that the schools receive? Since the district has both "good" and "bad" schools it is relatively easy to note the differences in both as the curricula and opportunities are similar in each type of school. The difference is what we all know it is.

It seems like we're trying to create a better cast than fix why the arm keeps getting broken in the first place.
