Pre-Calculus around 50% but the teacher refuses to admit anything is wrong.

Hello, I'm in a Pre-Calculus 12 class with a teacher that teaches little to no content and makes the tests extremely difficult on things he has not even mentioned. Even the smallest of mistakes he marks wrong on the test. The only reason why this class is around 50% is because of the 3 super-smart students that get 100%. Many of the students have shared this frustration with the school board, but they cannot do anything. My teacher refuses to change because he states that we just have to "study harder" because a select few are excelling. I am stuck as to what to do. I am not considered "bad" at math ( I would say). I have all 90% in other classes and got 94% in Pre-Calculus 11 (another teacher). anyone care to share some advice or similar experiences?
