what american if not worldwide social ills would occur if we gave more power to the schools in regards to graduating and/or promoting kids?

for example if we: got rid of hs equivalency tests/programs like the ged, got rid of credit recovery, grad lab and twilight, allowed disruptive kids to legally drop out since we have private corrections to take care of them, and got rid of social promotion as well as not penalize teachers to failing students who do not meet the standards?
