Why do almost all Canadian Uni’s require ENG4U?

I don’t see why doing English courses all 4 years AND a literacy test is necessary, as plenty of majors have nothing to do with literature. I know that part of the reason is for teamwork and public speaking, but plenty of other courses already do that. Also, discussions in the English courses usually don’t go anywhere, as barely anyone cares about the subjects were supposed to talk about. If people don’t like the course, they’ll more likely than not, just forget about what they learned. It’s just wasting a course slot and putting more stress for people not good at it.
