How to encourage college students to use learning resources?

I am a lab tech that supports an engineering Capstone design course at an R1 public University. There are about 130 students in the class, and we provide them with numerous resources on professional development, design best practices, technical writing, prototype developement, etc, in written and video format.

From reading their reports and looking at the designs they are creating, it is obvious that they are not reading or watching any of this content, and their projects and reports are not improving as we provide additional learning resources.

Without increasing their workload and forcing them to read this stuff, how can I better encourage students to seek out this knowledge? At this point, I feel like I am wasting my time by curating all of these resources for students who arn't going to read them.
