What’s the most effective educational model?

Elon Musk created a school, Ad Astra, that focuses on a child’s ability to problem solve and to learn independently without the application of grades and grade levels.

Would this model work in a global scale? If not, what would be a more effective educational system which best suits the overall structure of a political region?
