Are HSPT (High School Placement Test) Results Inflated to Make Local Schools Look Good?

My kids take the HSPT as part of the private school admissions process. The local percentiles are always lower than the national percentiles, indicating that the local students perform better, on average, than students across the country. Is this Fake News? Where are the students who do worse than the national average?
