is it just my country or is everyone obsessed with handwriting?

I live in Romania. In our language/literature exams and competitions, handwriting is worth 2%of the grade-you basically have 0 chances of getting a full mark if your handwriting is bad. This is the official version-they will deduct even more if they feel like it. But leave language alone-maybe it's justified. I had CHEMISTRY teachers saying they hesitate giving me an A because my handwriting is bad. Every time someone with less than stellar penmanship hands in a test, most teachers make a scandal, as if they did it on purpose to make their life harder. What makes it doubly annoying is that they are also against typing-you are no way allowed to type an exam, and I've met teachers who stuck up their nose at typed essays since"I have no way of telling it was you who wrote this". This, however, seems to go away in college. What is your take on this? I understand having students write messily can be a problem to you, but is it so central to their academic development? Does it happen in your country too? P.S.:My handwriting, while indeed not pleasant to look at, is perfectly readable-most of my exams in college are handwritten, and no one has any trouble understanding. It was the same in k-12, yet everyone made my life hell because of it.
