How may I initiate a yearly scholarship to students at my local high school?

Who should I talk to at my local high school in regards to this? I've reached out to teachers, the principal and a few others directly but I haven't been able to get the ball rolling. Is this something to take to a school board meeting? Or...I'm at a lost which is why I'm asking.

I won't get into details here, if you want to see my motivations feel free to read my post history, but I would absolutely love to sponsor an anonymous scholarship to my local high school for any student that may have trouble in most classes, but excels in one in particular, especially if that field is STEM, or even more if it's in things like software engineering, development, ops, security...

I haven't gotten through to anyone at the school yet, so I'm curious if there were other avenues I should take to offer this. Should I establish a grant through a non profit instead of just me offering the money? Is it easier to partner with a local group like the library or local VA?

I hate to stack so many questions on to this, all I really want to do is offer an incentive to a student that may have troubles in reading or history or public speaking, but excels in computer science or engineering or...honestly I don't care too much about their talent I just want to help encourage it.
