Students are the ones who know when they are ready for an exam, not schools.

In formal education, why can't students take exams whenever they feel ready for it? Why do schools have the say on when students should take exams? No student wants/needs to pay for another school term/year because of failing multiple exams, so why can't schools let students take all the time they need just to not fail the exams? Do educational institutions want students to keep failing and paying for another school term/year? Are all educational stakeholders evil?
