Community Colleges already offer remedial/high school level classes, so they should be able to issue a genuine high school diploma.

Not talking about a GED.

Some high school students don't do well in high school because of the school pride or social clique nonsense that stops mattering almost immediately after graduation. Being able to take their high school classes in an environment mostly free of that would let them focus on their studies.

Sometimes an adult may want to redo their high school classes for any number of reasons from quality concerns to protesting their alma mater.

A student enrolled as a high schooler in a CC could take 100 level classes roughly equivalent the high school requirements. Maybe their tests are a little easier. If there's enough HS students in a given class, they could group up for team activities. Otherwise, it could be good experience to work with more mature class mates.
