F17 need education advice pls

Hello! So, I'm in a pretty bad situation.
I didn't get my 9th grade exam, and the state is absolutely useless.
They keep putting me in like special education even though there is absolutely nothing wrong with me. I genuinely can't find a way to get on with my life, as the only way to do it seems to be through talking to the state, but again, they won't do anything.
I have a mom in Poland, so I've been searching for some schools there as well. It's all super expensive, and I'm sadly pretty poor.
Honestly fine with whatever, I just wanna get on with my life. Anyone know anything?
