How do I create a concept/program for a paper (25 pages) I have to write?

I'm going to an economics school or something like that. We have to write a final paper of 25 pages during the next 6 months. It has to revolve around a topic/question you came up by yourself. I came up with "How large is the CO2-emission in a regular mango fruit from production to the supermarket?" Bad my English and my creativity. Now that everyone has a question we have to create a program/concept/schedule of the whole work, what we are going to what topic we are precisely going to explore and wich sources we are going to use. I have one week left, a few attempts in front of me noticing I have absolutely no idea how to do this. I guess a schedule on when I'm going to do everything? But I can't come up with anything. How I'm going to do it? Books, I guess? But that's too little.

Does anyone have experience with writing college papers? (under-graduate level or even under-under-graduate level in my case). How do I go on to this first step of all, writing the plan?
