I can’t join public school because they said they would put me in the troubled kids program. Is this right?

I wanted to switch from homeschool to public school and they won’t let me join the normal public school and that I’d have to join the troubled kids program. Is there anyway around this? I’m sorry if this is a stupid question.

Edit: I’m not a troubled kid. No criminal acts or anything. Was just homeschooled
