Why can’t we?

Hello everyone. I work at a ~behavioral school~ alternative learning program for kids k-6 and it is extremely difficult to give them all the support they need as many need 1:1 support or weigh in more on the states regulation concerning ratio. The other day, the day I joined this sub, I asked about collecting data (which is supposed to help learn to support them) on if they work better and behave better 1:1 to present at IEPs to help get those students the support they need to learn and excel. The response was that the districts won’t want to pay. I brought up that it should be whatever is best for the child which prompted them to say the parents have to ask for the districts to budge. However, we cannot recommend this to parents. When I asked why? The answer was “they said so.” Of course I asked who they are and it was silence. So does anyone know why we cannot recommend to parents that their child will excel with a 1:1 for now and that they need to ask the district? Located in RI.
