Quick question surrounding UK university changing assessment method post interview

So without being too specific, I am in a year one course where myself and the rest of the cohort were advised all work would be assessed using in course assessment, this was confirmed at interview stage and is still advertised as a non examination course on the website.

I wanted to ask what sort of responsibility a UK university has in managing its student's expectations when all material and meetings have suggested we would not be doing examinations.

To wrap it up also, the lecturer has told me that the goverment decided this is the way the course would be assessed which sounds like BS too me, the material is shoddy and I am even finding errors in his "model answers" supplied post the mock test.

I have a meeting to speak with course leader, but, I just wondered if anyone had any advice? or am I just winding myself up getting annoyed over this now? It just feels wreckless to take so much money from a student to essential provide incorrect info about the course in person and on the website?

Edit: just to add, the test was mentioned in week two, we were advised it would be some form of multiple choice. However, that has now changed to a fully closed book exam, Javascript to be precise. Even the idea of closed book programming makes little sense to me.
