Been developing an educational 'Cannabis 101' slide deck for high school/general public. Have questions galore, but will start with just one and if anyone wants to help we can continue discussion!

So I have a nice graphical slide outlining the most relevant information on what you can and can't do when legalization takes effect.

I'm fairly happy with the slide overall, but can't decide which wording to use!

I have it written "May be gifted but not sold" and "May be transported..."

My question is, would it be better to use "Can" instead of "May" in this case, to better convey meaning to the audience?
