I know that there is vast disagreement on whether government should fund education beyond high school. So, as a compromise, maybe government can run a reimbursement program that is based on a student's unweighted GPA. If a student gets a 4.0, then his or her education can be fully reimbursed.
However, if that same student instead gets a 2.0 or 3.0, then that same education could be reimbursed by 50% or 75%, respectively. Obviously, to make the system more fair, the percentages would be staggered (e.g. 4.0, 3.95, 3.9, etc.).
This way, those who support free education would get what they want while maintaining a merit-based system that would appeal to those who support the traditional, capitalistic system of education.
The key words are incentive (i.e. free education for hard work being the incentive), motivation (i.e. having to pay for the difference between your GPA and 4.0 would motivate one to work hard), and fair share (i.e. the staggered percentages for reimbursement).
