Who owns the rights to a dissertation or article

I was wondering, if someone completed a thesis and wanted to get it published as a proper book, or had collated several articles they had written and published with different journals, would they be allowed to, or would there be a question about who owns the rights to the articles (and if so, would they be able to come to a deal about those rights)?
