Texas School board member questions

Hello,

A good friend of mine is a public school teacher in the State of Texas. A board member for her school has a grandchild that is in her class, and is using her weight with the school board to pressure the Superintendent to express favoritism for her relative. An example, the child did not meet the minimum requirements to participate in a school activity. This minimum requirement was presented by the Administration, and has been so every year as an incentive for performance for the children. When this board member found out her grandson did not meet the requirements, not only did she immediately lean on the Superintendent to have a 1 on 1 conversation with my friend the teacher (who was only doing what she was told by admin), but also has now blatantly said things akin to Segregation being present in the school. I'm concerned and can't find much in bi-laws and/or conflict of interest laws for Texas Public School Board members to bring to their attention at the next board meeting. Has anyone seen anything similar or have anything that I can directly reference?
