Must have 7000£ to go to free college??

Hey everyone, I live in Cyprus now, where I have citizenship, Cyprus is a part of EEU/EU. I was planing to go to a state college in UK, however, I've heard that after I get accepted I need to acquire some sort of visa/ID, which requires for me to provide proof of me having 7000£, which is to make sure I'll survive/not be homeless.

Is that true? Can someone give me more details on this, or a link to read more.
