Help finding a school

This may be a long shot, but I figure I would ask the smart folks in here with the hopes that someone might be able to point me in the right direction. I have found some (very little) information on my own but feel there is more info. out there and I’m just not looking in the right place.

We have two young kids (ages 10 & 8). They don’t speak Spanish yet (beginning language lessons soon). We are moving to Spain within a year. We are quite flexible as to where in Spain we live and have a few broad stroke requirements: medium to large size city with good public transportation (we won’t have a car), would prefer a place that is a bit greener (roughly 15-20” of rain a year) but would consider the south (where it’s hotter and drier) if the kids school was a good fit.

This brings me to my question, we are looking for a school that has a project based learning approach. I would love for it to be bilingual education as well (Spanish/English) but that point is not a deal breaker. The main concern is the teaching style. Are there any public schools in Spain that fit this description?

My google-fu has turned up a couple of Spanish news articles that mention a few schools but most are private. :/
