Why do multiple choice tests always have at least one "throw away" answer??

I mean they're pretty easy to begin with, having the answer as an option right in front of you, but usually there's a hilariously wrong answer and then one answer that could make sense but is way off if you've studied. Do they just assume the worst out of students? This includes higher ed as well (in my experiences)
