when it comes to foreign language curriculums in HS as well as Undergrad, how can we make classes like spanish “not a joke”?

we make it mandatory in order to graduate but even after mandating taking it for 3 years straight, we still got people who cannot speak or understand the language at all, so what is the purpose of forcing ppl to do it rather than make it a elementary school subject or something!
