Need help with finding out younger sisters academic level.

My younger sister is 21, did not finish high school and is just lounging around at home. We finally got her to start studying for her GED kind of, but as I was helping with her studying I found that she was having a difficult time understanding the content. She also wasn't a very good student throughout her years based off her grades so I don't know exactly where she should start, or what level she is at academically. Is there a service or an assessment which she can take to gauge where to begin? I was looking into life coaching or other services along those lines, but those are way out of her price range. Any ideas would be much appreciated thank you.
