Question about Benchmarking???

Hello,

I was wondering if anyone can tell me if grade level benchmarks use instructional levels for texts?

I am using a benchmark right now in USA Test Prep. The benchmark is for 9th grade, but every text used in the benchmark is set at a 10-11th grade reading level. I am not sure if the data will be accurate since none of the passages are at on instructional level.
