[Question] How do you think of language education involving no 2nd language whatsoever?

Hello the title might not be easy to understand, allow me to explain.

I am learning a 3rd language which is Italian at the moment.

Our class is all beginners, who never ever learned italian. My classmates are from all around the world, but there are no spanish speakers in our class (which means Italian is very unfamiliar to all of us)

The problem is that the teacher does speak english, but she never ever does. She doesn't even allow us to speak english in class, nor ask questions in english.

The thing is that the amount of verbs and expressions we know are very limited, yet she teaches grammar and all the stuff i Italian, and even explains everything in Italian.

I found this method very very ineffective, as I see a lot of students dropping out (actually me too) and kinda in a state of chaos.

She gives us homework and tests a lot and even presentations, and we just end up memorizing the whole passage for the presentation without any understanding whatsoever.....

How do you think of this education method? Using only that language to teach the language which nobody has a clue....
