What would it take to implement something similar to the Finnish education system in the U.S.?

I know there is no disagreement here that our education system is in dire need of reform. One of the leading western countries is Finland, and while numerous educators have discussed what makes their system so successful, I have yet to see any serious consideration put towards implementing any of their policies. From what I've read, the system is based initially on educationally equality across the nation. What I want to know is, if given the opportunity to completely rehaul our federal policy while attempting to maintain the integrity of Ameeican culture, what would you do, and how would you do it?
