Is there anything students can do if they are not given the equipment needed to complete their course?

My friend and I are doing a game development course but our college has neglected to setup everyone's account properly which limits our access to certain software which we can't complete the course without. We've asked to be given access on multiple occasions but to no avail. The end of the course is near and we are nowhere near done. Is there anything we can do?
