Is it normal for middle school students to study 4 hours for a small quiz/test?

Is my school filled with try-hards or is it just me that finds that studying for that amount of time just for a quiz is a complete waste of time. Sometimes I even notice that some students spend a whole month in advance studying for a "final exam" which eventually got cancelled due to time. I mean come on, shouldn't you just sit back and relax since you don't need to deal with the stressful highschool exams? Sure, maybe 30-45 min of review never hurts but 4 hours?
