Teachers - what are your reasons for not adopting a new classroom methodology?

Is it because: (Thanks in advance for taking a couple minutes to comment)

1.) Too much work

2.) No adequate/effective PD

3.) Not needed

4.) Too risky since ultimate factor is TEST scores

5.) Other (please describe)

Bonus Question: If you did adopt, which methodology would it be? (Personalized, Blended, PBL, Flipped, etc...)
