Why not change the way we pay for education, in a manner that reaches up to the full potential of the student, from debt to zero cost for the individual and the family, onto the greater collective of the state.
Because it is the State and the private sector, that will reap the benefits of a well-educated workforce and science community. Then should not everyone, individuals and corporations through taxes contribute towards the common goals of the greater community of both the state and the private sector?
"(1) Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory. Technical and professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit."
Standards of education need to be improved as science and technology improve and then be made widely available for everyone to learn from, to the best of their ability. For free at any level.
