What would happen if schools ran out of teachers because of the pandemic

We know some teachers are either quitting because of the pandemic or contemplating doing so. Now, my understanding is that, in the US, states take over schools if localities aren't serving students. So, what would happen if a state had a teacher shortage? Would salaries have to increase? Would the federal government take over? Would remote learning win the day?
