IT bechalors degree

I was wondering. After 7th grade i can choose what should i study(degree). I really want to become a programmer of some sort but the schools with IT degree have very high requirements. I did research and if i wanted a IT Bechalors degree (after 12th grade) i needed a high school diploma. There is, yet again another problem. I am good at Biology, Physics, History and English. I cant go to an IT university with Biology degree, there are no Physics degree schools in my degraded country, yet again i cannot go to an IT university with a history degree and there is last hope for english. My question is, can i attend Information And Technology university of any kind, with an English degree?
