funding college

What do you think about, if government funding for public universities was removed to be replaced with a 1% income tax for for all it graduates for a certain amount of time ? The school may charge tuition to student who have low chances of earning large enough incomes to pay back the school or pay students in order to recruit students most likely to earn big bucks. Would it incentivize universities to teach for the future/jobs? Would it hurt low earning, but important, fields too much and cause an overall decrease in value of education?

Another idea about it. Could it be an either/or thing, you pay the tuition outright and not forfeit any potential earnings if you had the money, or you take the tuition free/reduce/payed option and forfeit the 1% potential earnings. Or would this only benefit those wealthy enough to pay for college upright?

A big if. Is collecting the money after graduation. If that would be too impossible causing the idea to not work, please share.
