Is there an "ideal" classroom size?

Everyone always says small classes are better and the smaller schools boast about their student to teacher ratio. My nieces are going to a private school with an average class size of 12 to 1.

One of my nieces complained about it, saying that when a few kids were out sick there wasn't even enough to llay the music game (some game they play) during their break (2nd grade).

So it got me wondering, is there a "too small" class size? Is say 8 too small (a few kids out sick in my niece's case)? Is 12? If smaller is best, to what point is it the best?
