Language teachers, how do you get everyone to participate in in-class group work?

I teach ESL in a university, and, for the most part, the students all have around the same language ability. However there are a few who are definitely struggling and won't admit it or ask for help. When we do group work, like writing, proof-reading, or paraphrasing, the weaker students just sit to the side and listen. I can see who is participating and who isn't, and it's painfully obvious.

I understand where they are coming from, but if they don't try make any effort, they will never improve.
