I have a hypothetical question. Let's say that you magically have 20% more money in the budget, permanently. Should you pay teachers 20% more (assume you can turn over weak performers to make space for better teachers attracted by a pay increase), or hire more teachers to reduce class sizes by 20%? Which results in higher student performance? Would love to hear opinions...
