Why aren't the degrees of some immigrants to the western world considered worthless?

I've heard stories about refugees for example who are doctors or teachers etc in say, Syria for example, but in the West their degrees are not recognised and they have menial jobs.

Why is this? Is there some kind of policy that certain countries don't meet?
