Trying to get admitted in a bachelor degree !!!

My college years were horrendous, therefore I had no chance of getting into any bachelor degree programs so I opted for certificates but my grades weren’t better my GPA is around at a 1.7-1.8... I good grades fluctuate from 75%-80% and my bad grades below 60%... But throughout my education from college to university I had family issues (abusive father who got failed during school, mother’s health getting worse (multiple strokes), + legal battles with my father...) And thats a brief summary of our situation, not even all of it... All of them happened during my education which took a toll... I basically had to work 2 jobs to cover for expenses because my mom could not work, taking care of my 3 younger siblings, all the while going to school at college and university !! Obviously I did not make it to every class, even to the point of almost not even attending once... I was either at work... or passed out from tiredness... I was stubborn which is why I did not want to take any time off school because I did not want to back track in my studies... which failed of course, it got worse... I cannot get admitted into any programs... which is understandable, but during Christmas, my mother announced she was almost back to full health, no more depression and suicidal thoughts or attempts anymore !! And I was so happy, of course extremely happy for her because she’s a hard worker and went through a lot but also I felt a heavy burden lift off my back... and finally I can concentrate 100% into my studies without no distractions, but.... Yeah, I can’t get admitted into no degrees with my grades... like I said for the classes I did attend my grades are in the 75%-80% and clearly the ones I did not were bad... enough to have a poor GPA... Sorry for the long essay, but here is my question: Can schools allow exception of some kind for admissions ? Can I explain them while submitting my application ? Or it’s a lost cause ? I know I can always go and improve my GPA but I would rather not, it’s getting real expensive per semester to go that route... Thank you, I did not know who to talk to as schools are currently closed but I am asking you guys !! Thank you for listening...
