How to fix education in Las Vegas?

EDIT: Clarity

I am a public school teacher in Las Vegas, NV. We are "not allowed" to go on strike like Oklahoma. We don't have a "union", we have an "association", CCEA, and they are worse than worthless.
What needs to happen so we can:

  1. Get rid of CCEA, and get a legitimate union, like the teamsters (or any other union, Teamsters was just an example from the past)?

  2. Change Nevada from a "right to work" state, to whatever is the alternative with the recourse of going on strike.

  3. Force the Gaming and Mining industries to contribute to Vegas schools?
