Language requirements for International students coming to Ontario high schools?

In Ontario, high schools have created initiatives to increase the amount of international students that are enrolled. This is for two reasons: (1) to fill empty chairs from decreasing enrolment and (2) THEY PAY MORE!!!

This has left teachers concerned because they end up teaching students who (at times) have little to no competency of English. Students end up skipping classes because they can't understand their teacher, which leaves teachers feeling useless.

My question: What is the language requirement that students from Vietnam need to have in order to come to an Ontario high school? From interviews I've done, there is a language requirement that Vietnamese students need to have to come to a Canadian school at the POST-secondary level, but not at the secondary level. Just wanted to verify this.
