I'm 2 years through high school with a ~2.8 gpa and want to get into colleges like FGCU. What do I need to do?

Currently heading towards junior year, but my problem is my gpa is short below a 3.0. However, I've heard that some colleges that aren't Ivy League will let some people in, even if they fall below the gpa requirement, just as long as they pay extra tuition that students above the requirement don't need to pay. My question is: If I can get my gpa high enough, or on a stable upward climb, can I get into average league colleges, like FGCU? I wouldn't mind paying the extra tuition, just as long as I can get in. Any help is appreciated, thanks.
