I feel like it should be illegal to make students pay to recall their own exam papers

I'm not sure about what it's like in other countries, but in the UK, if you're doing A levels for example, once you get your results back you have to pay if you want a copy of your exam paper.

Since it is entirely your work, surely they can't make you pay just to see it? Does it not come under the Freedom of Information act or something?
