Maybe I'm just lazy, but I hate not letting students do anything after a test

My school has a policy during standardized testing that the students aren't allowed to do anything other than the test during the testing hours, even if they've already completed the exam. So if it's a four-hour window and you finish in an hour, you're not allowed to sleep or read or do anything but check your answers during that time. And I'm supposed to be the enforcer.

Does anyone know of any studies showing that this is counterproductive? Or any studies showing that this is the best way to go? I hate enforcing this policy and I'd like to see if anyone has looked into these scenarios objectively.

Edit: If this is best, I'll quit whining. If it's not good, I need a stronger argument than "This is stupid" to take to my administrators.

Edit2: Our testing lasts a week at a time, so we're talking at least ten hours a week of students staring into the abyss.
