What is the current pedagogical or psychological theory of what "problem solving" is and how it's taught?

What phrases and indexes should I be searching for to find current literature on the topic? The kind of discussion I'm finding hardly goes deeper than a circular definition combining "problem" and "solving". Assert endless variations on think-act strategies and you get a delicious layer cake of tradition with opinion frosting.

I get the sense that maybe we don't have a deep understanding and that's fine; the primitive definition and strategies are a useful starting point, but there's a lot of policy (e.g. STEM) driven by what might just be assumptions.
