What are some research topic / action plan to help a certain community with problems about water pollution (in the rivers) as a group of high school limitations that are limited with time/money/manpower/authority?

We were tasked to solve problems in a developing rural communities. Make sure that it could be solve, though not completely alone by the students but still possible with the minimum manpower. Other problems could be used. Below are some of the common problems in our community:

*Water Pollution (In the Rivers, filled with trash and wastes(human/animal poops and urine))

*Unleashed Wild Dogs With Rabies

*Danger prone road (Absence of sidewalks for people to safely walk in to)

Note: We live in a developing rural communities in a second-world country. We also face some problems commonly seen in some other developing rural areas like lack of knowledge in some fields(health)
